General (main property discussion here) - I need a fast, competitive mortgage lender

I would like to be able to work with a mortgage lender that is able to guarentee funding within a maximum of four weeks, yet would still be able to offer me very competitive buy to let fixed and variable rates. I would also like the mortgage to be self cert based on me providing 15% deposit for any purchase. Is anyone able to refer me to a mortgage lender(s) that is able to give me what I need?
