General (main property discussion here) - Permission from the Freeholder

This is not a landlord query, but I wondered if anyone could help me on this. I own a 2 bed, topfloor massionate. The property is leashold. I want to convert the loft into an ensuite room. To access the room, I will put a spiral staircase in the space which is currently just used as a storage space.

I know that I need to get the permission from the freeholder to make these changes. I spoke to him on the phone about it, but he wasn't very helpful at all. Infact he was quite rude! I'm in the process of writing to him formally to get his approval in principle, because there's no point in spending money on the drawings if he wont give me an approval.

My question is, can he righfully decline my request? If so, why and on what grounds? I would appreciate if anyone with any experience on this matter could give me some tips.
