General (main property discussion here) - Building control - is this a way out??

The flats thread has been hugely helpful but...

I have a question which is slightly different I think from anything gone before. I am buying a 4-storey terraced house which I propose to rent out as two flats - lower ground floor 1-bed, and the rest a single 3-bed unit. Although the whole building has been lived in as a single house for at least 10 years, and it has only one supply for electricity, gas and water and is council taxed as a single dwelling, it has planning permission from 1977 for a separate flat in the LGF, and the staircase has been removed between ground and lower ground floor so the LGF is self-contained with its own entrance from the front area (and from the rear garden). I need to add a shower to the LGF but it already has a loo. My question is - do I need to get building control (or even planning) involved, and do I need to go in for all the soundproofing and so on between the two units if I already have PP, and I don't propose to sell them as two separate units? I could just rent it out as a single house and save myself the expense of splitting the services, but obviously the return would not be so good. And do I need to tell the lender as the mortgage is for one house?

The further complication is that it is a listed building (stairs removed before it was listed) so do I also need Listed building Consent to add a shower room to the LGF loo?

Any help that you could give would be much appreciated.
